CPLS’ Appellate Team

Attorney Samuel A. Walker heads CPLS, P.A.’s federal appeals team, and is its chief federal appellate attorney. The other members of the federal appeals team are Tee Persad, Esq., and Alberto E. Lugo-Janer, Esq.

Samuel Walker

After law school Mr. Walker served as a judicial law clerk to the Honorable Ishmael A. Meyers at the Territorial Court of the United States Virgin Islands. Mr. Walker advised Judge Meyers on a variety of civil and criminal matters, including appeals. Since completing his judicial clerkship, Mr. Walker has practiced law with various organizations, including the national and international law firm of Reed Smith, in Princeton, New Jersey; the appellate division of the office of the Public Defender in West Palm Beach, Florida; and the capital habeas unit of the office of the Federal Public Defender, in Montgomery, Alabama. Mr. Walker has handled a number of appeals, including an appeal to the United States Court of Appeals for the Eleventh Circuit, and a petition for a writ of certiorari filed in the Supreme Court of the United States. swalker@cplspa.com

Alberto E. Lugo-Janer

Mr. Lugo-Janer earned a Bachelor of Arts degree and a Doctor of Jurisprudence degree from the University of Puerto Rico, and an LL.M. degree, with a grade of “Excellent,” from the University of Pennsylvania law School. From 1982 to 1991, Mr. Lugo-Janer practiced law in the courts of the Commonwealth of Puerto Rico, in the Federal District Court, the United States Court of Appeals, and the Supreme Court of the United States. Mr. Lugo-Janer was one of the plaintiff’s attorneys in the San Juan DuPont Plaza Hotel Fire Litigation, which resulted in a combined total recovery of over $200 million for the plaintiffs. Mr. Lugo-Janer has also taught a legal clinic at the University of Puerto Rico. In 1992, he moved to the Orlando area, and has been practicing law there since then.   Mr. Lugo-Janer has handled a number of appeals, including an appeal to the United States Court of Appeals for the Eleventh Circuit, and a petition for a writ of certiorari filed in the Supreme Court of the United States.  alugo-janer@cplspa.com

Teeluck Persad

Mr. Persad earned a Bachelor of Arts degree from the University of the Virgin Islands, a Masters in Public Administration degree from the University of Akron, and a Doctor of Jurisprudence degree from the University of Akron. After law school, Mr. Persad served as a judicial law clerk to the Honorable Judith Nicely at the Court of Common Pleas in Ohio. Thereafter, Mr. Persad served as a judicial law clerk to the Honorable Vern A. Hodge, Chief Judge at the Territorial Court of the United States Virgin Islands. Mr. Persad advised Judge Hodge on a variety of civil and criminal matters. After completing his judicial clerkships, Mr. Persad entered private practice in Orlando, Florida. Mr. Persad has handled a number of appeals, including an appeal to the United States Court of Appeals for the Eleventh Circuit, and a petition for a writ of certiorari filed in the Supreme Court of the United States. Attorneypersad@cplspa.com
